Nov. 27, 9.16 p.m.) Paris, Novembor 27, M; Chaumet, reporter of the Fronch Naval Estimates, reports that a complete orgariic reformation of the' Navy is* imperative. Ho recommends the appointment of an extra parliamentary commission, chiefly consisting of admirals, to prepare a plan of reorganisation, which is to form tho basis of a Government measure.
