FRENCH SOCIALISTS' ATTITUDE. PARIS, May 29. French Socialists have decided to send delegates to the Stockholm Conference to explain their attitude to neutrals, but will have no dealings with German Socialist delegates. EXPLOSION IN BOHEMIA. AMSTERDAM, -May 29. A fire and an explosion occurred in munition factory at Bolovie, in Bohemia. There were numerous casual-' ties. Sixteen dead bodies have been recovered and 50 persons are still entombed in the wreckage. BRAZIL'S ATTITUDE. EXPECTED TO DECLARE WAlt. RIO DE JANEIRO. May 29. THE TIES THAT BIND. OTTAWA, May 28. Ht. Hon, A. J. Balfour (British Minister for Foreign Affairs) was accorded a great reception in the Canadian House of Commons and Senate this afternoon. Comparing the Empire with the Central Powers, Mr Baliour said the British dominions were bound together by ties of love, whereas the German States were bound by fear. Without democracy the British Empire would be bankrupt. Canada was a worthy example of tlie constitution of: freedom which was the invention of the British race. There was no question that the dominions with their Allies would reach a triumphant end of the war. Differences of opinion were to be found in every democratic administration, but patriotism would remove all difficulties in the democracies inside and outside, and the Empire would come out of the struggle strengthened in its inner life. He was firmly convinced that freedom was the path to national greatness. RUSSIA'S NEW POLICY. ALEIES' REPLY SATISFACTORY. PETROGRAD, May 29. M. Tserettli, addressing the Workmen's and Soldiers' Council, gave an account of conversations he had with the Entente Ambassadors regarding the prospects of a revision of treaties, and' said that the Allies] reply was satisfactory regarding Russia's new policy of no annexations, but, regarding the revision of treaties, everything ujould depend on public opinion in the Allied countries.
