was 139,000. This year’s forecast of 158,000 is followed by a projected level of 146,000 next year. A conflict exists, however, in projections for 1991-92. Budget tables suggest 133,000 average annual unemployed by this time, but Mr Caygill has set a target of 100,000 by the end of 1992. His economic strategy paper says that even beyond this time "unemployment levels are liable to remain historically high for New Zealand for some
time.” Nearly $6OO million is provided under the Budget for employment generation and training. But the Government seems to accept its Access training scheme has not proved successful. Funding for Access is cut from $244 million last year to $188.5 More funding has been provided for the Jobs Opportunities scheme, up from $3B million to $7O million, and Restart, up from $5 million to $4O million.
