Expensive tender costs parks dept contract
The Christchurch City Council parks department tender to the Canterbury United Council for grounds maintenance of the Provincial Chambers was more than three times more expensive than the winning bid.
The United Council was told three tenders, ranging from $12,100 to $38,760, plus GST, were submitted for the work. The tender from Works Property Services won the two-year contract. The city’s deputy general manager (parks), Mr Rob Dally, said the council’s
tender took into consideration preliminary work staff considered essential before ongoing maintenance could begin.
The other tenders did not include this work, he said, and this was why the council’s tender was higher. Mr Dally realised the council’s tender had been considerably greater than the successful bid and had asked staff why. He said the City’s inexperience in commercial tendering, compared with Works’ comparative experience, contributed to the difference.
