Sir, —Vernon Wilkinson (October 3) does not appear to have heard of the Soviet naval base at Vladivostok; or does he not consider that base to be in the Pacific? I admit that, technically, it is in the Japan Sea but, really, that is a branch of the Pacific. From the Japan Sea the forces at Vladivostok do have access to the Pacific and are far greater than those the United States has stationed at its Philippines bases. Does he also know that the Soviet forces at Cam Ranh are peanuts compared with either and that not even the Russians could, or would, have expected the Americans to accept the closing of that base as a fair balance for closing the Philippines bases? But they did, however, and quite rightly it would appear, expect people like Vernon Wilkinson to be taken in by the ploy.—Yours, etc., R. B. HOOD. October 3, 1988.
