Light Refreshments, Licensed Booth, Merry-go-round etc. No Dogs Allowed /fl 1 1 Dominion Breweries CHRISTCHURCH CITY COUNCIL ALTERATION TO THE DIFFERENTIAL RATING SYSTEM PUBLIC NOTICE IS HEREBY GIVEN that at a meeting of the Christchurch City Council held on Monday, the 17th day of February 1986, the following resolution was passed and will be submitted for confirmation as a Special Order at a meeting of the Council to be held on Monday, the 21st day of April 1986, at 7.30 p.m. in the City Council Chambers, 163 Tuam Street: “That the Christchurch City Council pursuant to provisions of the Local Government Act 1974, the Rating Act 1967 and any amendments thereto and all other Acts, powers and authorities enabling it in that behalf does hereby resolve by way of Special Order as follows: 1. That pursuant to Section 148 of the Local Government Act 1974 the existing system of differential rating shall be altered and the system of differential rating as hereinafter defined shall be adopted for the City of Christchurch and shall come into force on and from the Ist day of April 1986. 2. That the rates made and levied by the Christchurch City Council which are subject to the system of differential rating shall be the General, Special, Recreation, Canterbury United Council, Canterbury Museum Trust Board and the Riccarton Bush Trust Board rates (hereafter referred to as “the said rates”) for properties in the City of Christchurch. 3. That for the purposes of this Special Order and for differential rating all properties within the City of Christchurch shall be classified in one of the following groups, namely: (a) Group A — Commercial and Industrial Properties Includes all separately rateable properties used for a commercial or industrial purpose (including motels, offices and administrative and associated functions) and all vacant land zoned under the Council’s District Planning Scheme for any of the above purposes or functions. (b) Group B — Residential Single Units and Other Properties Includes all separately rateable properties used for residential purposes (including home ownership flats) and all land not otherwise classified in Groups A, C or D. (c) Group C — Multi-Unit Residential Properties Includes all separately rateable properties on which there are situated: (i) two or more residential units; or (it) one or more residential units and one or more non-residential uses. (d) Group D — Exempt Properties. Means all land which is exempt from rates pursuant to the Ist Schedule of the Rating Act 1967. 4. That for the purpose of this Special Order and for differential rating the expression “the base rate” shall mean the rates in the dollar on the said rates determined from time to time by the Christchurch City Council as the rates in the dollar to be made and levied on the rateable value (as defined in Section 2 of the Rating Act 1967) of all properties classified in Group B. 5. That all properties in Group A shall pay rates in the dollar on their rateable value (as defined in Section 2 of the Rating Act 1967) which shall be calculated with the object of collecting forty per cent (40 per cent) of the combined total of the said rates for the City of Christchurch and any applicable uniform annual general charge made and levied for the City of Christchurch. 6. That all properties in Group B shall pay the base rate. 7. That all properties in Group C shall pay the base rate and in addition shall pay an additional ten per cent (10 per cent) for each unit or use in excess of one. 8. That no differential shall apply to properties classified in Group D.” A STATEMENT SHOWING: (1) Matters taken into account in altering the system of differential rating, (2) The proposed types or groups of property, (3) Objects of the altered system of differential rrating, (4) General effect on the Ratepayers, is open for public inspection without fee during office hours, 8.30 a.m. to 4.30 p.m., Monday to Friday inclusive, at the Rates Section of the Treasury Department, 163 Tuam Street, Christchurch 1. Any person upon inquiry either in person at the public office of the Council, or in writing addressed to the undersigned, shall be advised of the type or group of property to which a particular property will be allocated. Any ratepayer may, at any time after the confirmation of the Special Order, object to the Council in accordance with Section 57 of the Rating Act 1967 against the allocation of a property to a particular type or group of property.
