The Minister, FieldMarshal Muhammad AbdelHalim abu-Ghazala, told a meeting of Egyptian expatriates that Egypt “will stand by Sudan by all direct and indirect means if the situation in Chad develops to threaten Sudan.” Field-Marshal abuGhazala said that Egypt had no hostile plans against Libya, with which it fought a brief war in 1977, but said Colonel Gadaffi was seeking to destabilise the region.
