Mr Couch said that the recommendation was under consideration by the Government and that he would discuss it with the Minister of Justice, Mr McLay. He declined to give a personal view on whether a
lay person should be appointed to the inquiry. The recommendation, he said, came from the Commissioner of Police, Mr R. J. Walton, who had briefed him at the week-end.
Asked why he thought the police made such a recommendation, Mr Couch said, “I think the police are under pressure regarding their inquiries. If we can look at this recommendation we should endeavour to do so.”
