Paparua’s clean air plans
A draft order for a clean air zone-in Paparua was approved in .principle by the Paparua County Council finance committee yesterday. Under the proposal, all areas zoned residential would be declared clean air zones. Only authorised fuels and burners would be allowed.
Equipment ■ permitted would include soiid fuel burners and appliances approved by the Clean Air Council. Fuel allowed includes natural gas, liquid petroleum gas, liquid or solid alcohol fuels, coke and charcoal. , Onlv fuel with a low sulphur content would be permitted. . Although the committee adopted the order in principle, it recommended that'it be circulated to tlie four district councils in the Paparua County for further consideration.
The County Clerk (Mr B. L.. Mooar said the draft order needed some "fine tuneing” before it could be implemented. The sub-committee set up to consider the draft decided that for any metropolitan
clean air zones to be effec-> five, the support of other councils would be needed. The clean air- zone would have a better chance of success if all councils had the same or similar orders. Rate demands The committee was told that a .proposal to deliver the council’s rate demands by hand to avoid the cost of postage was not feasible. Mr Mooar said the council could probably save $5OOO a year by delivering the demands by hand. But alternative delivery arrangements were complicated because a clause in the' Post Office Act, 1959, provided that no letter could be carried for hire otherwise than by post
Sharp objects The committee decided to recommend that the council not take part -in a $lO,OOO publicity campaign organised by the Christchurch City Council. The campaign aimed to stop people putting sharp objects in their rubbish which could injure refuse collectors. The County Engineer (Mr J. D. Annan) said the cam-
ypaign, charged on a population basis, would cost the council about $lOOO. i The committee decided to ’ tell the Christchurch City
I Council that it could not [take part in the campaign 'because the request came I too late in the year to alloIcat’e funds.
