Regional planning appointment
Sir, — I have read the letter from your correspondent, Heather, Sinclair (“The Press,” February' 21). We have not appointed the American anthropologist, Ruth Houghton to the staff of the Ministry of Works and Development. She is working on a fellowship from Otago University and the Ministry is supplementing the fellowship with a consultancy contract for a limited period. The reason for the university fellowship and the M.W.D. contract is that the method Dr Houghton is applying is a new one to New Zealand and appears to offer promise as a contribution. to planning in situations where major changes are likely. The job could not be done by someone with planning qualifications only, and its experimental nature precludes an appointment to the staff of the department. We would like more qualified planners on the staff and prefer New Zealanders,
