Clean-air zone 'delayed by Govt’

Government inaction has caused a delay in creating a clean-air zone over Christchurch, according to a member of the Canterbury Regional Planning Authority, Mr D. F. Caygiil. In his chairman’s report on the work of the authority’s air pollution committee, Mr Caygiil said that his committee had been frustrated by Government inertia. He said that the Christchurch City Council had decided 'to create the clean-air zone two years ago, but the Government had still not passed the necessary Order-in-Coun-cil. This delay is unacceptable, Mr Caygiil said.

His committee had also been concerned about motor vehicle pollution, and maintained that national standards were essential. The committee had been pleased that new traffic regulations made it an offence to run a vehicle which discharged more than a certain amount of smoke or vapour.

However, once again the Government had delayed, and the regulation had’not come into effect because the Minister of Transport had not set a date, Mr Caygiil said. Thus, the most important aspects of the committee’s work were being thwarted by the Government's inaction.
