Sir, — In assessing the merits of the proposal to build a high-rise block at Sumner the experience of other centres is relevant. The borough of Eastbourne, on the eastern shore of Wellington Harbour, is an area which has much in common with Sumner. Like Sumner, the main part of the borough is built on the flat, fronting the sea and backed by high hills. A few years ago a highrise block of flats was built on the waterfront. It is visible from many miles away, and is sadly out of harmony with the general character of the area. Most residents find it offensive to view. On another scale it has affected the local wind flow and caused unpleasant gustiness in the shopping area. At the time, the borough council was not able to refuse a building permit but has since acted to prevent the building of highrise blocks. — Yours, etc., R. M. SMITH. Eastbourne, May 17, 1974.
