The secret negotiations between the United States Presidential adviser, Dr Henry Kissinger, and the Hanoi envoy, Mr Le Due Tho, resumed today after an unexpected one-day break. Neither the United States nor the North Vietnamese delegations gave any explanation for yesterday’s adjournment in the new round of talks which began on Monday.
