Peace talks boycott

The use made of North Vietnam as a sanctuary from which to attack United States aircraft operating against infiltration routes in Laos and in support of Laotian Government forces. The recent indiscriminate rocket attacks on Saigon. The construction by the North Vietnamese of an infiltration road through the Demilitarised Zone for the purposes of continued aggression. The failure of the other side to negotiate seriously in Paris.
