Sir,—The article, "Pleasure craft to be registered.” makes very good reading but does not go far enough. As a person has to go through an examination before he can get a driving licence, I, as a Merchant Navy officer, suggest that before an owner of a pleasure boat of any class gets his registered number he should pass an examination by an examiner for masters and mates (Marine Department) in seamanship applicable to the class of boat, and more particularly to the rule of the road for the prevention of collison at sea which covers inland waters and harbours. This is essential 'for people’s safety. At present the way some Of the owners drive their boats is just hair-raising. It is a wonder to me the insurance people have not taken this up before now.—Yours, etc., SINBAD. May 19, 1971.
