Rhodesian Bill (N.Z.P.A.-Reuter—Copyright) SALISBURY, January 22. Mr Percy Mkudu, leader of Rhodesia’s Opposition United People’s Party (U.P.P.), was ordered out of Parliament today during a bitter secondreading debate on a bill extending 'the Government’s state of emergency powers. Mr Mkudu led the Opposition attack on the bill which seeks to amend an entrenched clause of the Constitution and give Mr lan Smith’s Rhodesian Front Government power to declare a state of emergency for 12-month periods instead of the present three months. The Opposition leader was ordered by the Deputy Speaker (Colonel George Hartley) to withdraw a reference to the “illegality” of Rhodesia’s Government. When he refused, he was told to leave the House. Bowing to the Speaker, he left quietly. Today’s reading passed through the House by 44 votes to 10, indicating the Government would have no trouble getting the bill into the Statute Book.
