December 21 A notice stands in Mr Davis's name for the next sitting day in the Council, to move that the report of the Immigration .Committee be adopted. . . . The specific recommendations which may be gathered from the present report are as follows:—1. That the selection of emigrants should be continued in the hands of an emigration agent appointed by the province, but that the shipping arrangements should be transferred to the Park Street Commissioners. 2. That single women between the ages of twelve and thirty years should have free passages, and that families should be allowed half
the passage money. ... As to the second proposal it is for the most part a matter of detail which is generally best left to the Government But we warn the Council against deciding as a rule that single women should be brought out free. There is nothing which will so cer- * tainly and permanently degrade the character of our female immigration. The better class of servants can always pay something; their friends if they are respectable something more and those only who have practical experience are aware to how large an extent young women are assisted by friends amongst the upper classes.'
