WELLINGTON, October 21. A plea for provision for the economic development of Western Samoa was made in Parliament today by the Leader of the Opposition (Mr Kirk).

Mr Kirk said Western Samoa might be obliged to ask the Soviet bloc for assistance.

He suggested aid might be provided through the Asian Development Bank of the World Bank. . If the Soviet bloc gained a toe-hold in Polynesia, the area became open to Communist penetration.

Mr Kirk deplored the fact that New Zealand was trying to contain communism in Asia while doing so little to contain it on her own doorstep. If Western Samoa went without the aid she needed, New Zealand might allow Communist penetration within four or five hours of the country.
