It was expected that the effect of a barrage across the Estuary would be to eliminate tidal flooding of Clarendon terrace and to reduce the flooding caused by heavy rain, the chief engineer (Mr P. J. McWilliam) reported to the Christchurch Drainage Board.

He had been asked to comment on a letter from the Citv Council forwarding a petition from 58 residents of Clarendon terrace complaining of flooding of the Heathcote river.

There was no definite proposal for a barrage, Mr McWilliam said, but the model study would determine the effects and benefits to drainage of a barrage.
