Scrutiny By Post Office I The scrutiny of mail posted at second-class rates is being stepped up by the Post Office. “Don’t be surprised, therefore. if the next time somebody sends you a postcard in an envelope, the postman calls and asks for twopence.” says a Post Office statement. All articles accepted at second-class rates of postage are subject to the condition of possible opening for inspection, the statement says “All articles found to be short paid, or unpaid, are surcharged double the amount of the deficiency.” “Don’t think for a moment that the ordinary citizen is the only offender.” says the statement. "Large commercial postings from reputable firms also come under scrutiny.”
