U.N. Fund Proposed
(N.Z. Press Assn—Copyright) NEW YORK, Dec. 22. United Nations diplomats today studied a proposal that could solve the United Nations financial crisis during the Christmas break.
They worked overtime on the proposals in order to try to recess the General Assembly tomorrow.
The plan was put forth by the General Assembly President (Mr Alex Quaison - Sackey). of Ghana, and won the support of the United States.
It would call for nations to make a substantial voluntary contribution to a United Nations fund during the recess.
The financial crisis arises from the Soviet Union’s failure to pay its assessments for United Nations peace-keeping operations in the Congo and Middle East—a total of 52.6 m dollars.
The United States has said the Soviet Union should have no vote in the Genenral Assembly unless some formula is found by which the Soviet Union will agree to make a contribution to the United Nations.
Under the Quaison-Sackey proposal, the SecretaryGeneral would report to the assembly after it reconvenes on January 11 on the amount of contributions.
The United States would then decide whether it considered Russia had made a large enough payment to have discharged her obligation.
