(N Z. Press Assn.—Copyright) CHICAGO, May 6. The Soviet Union may beat the United States to the moon, a top space official conceded today, United Press International reported. The head of the National Aeronautics and Space Administration (N.A.S.A.), Mr James Webb, said however, that the United States was making a vigorous effort. “This will give us a chance to be first and assurance that in any event we will not be out-distanced,” he said.
