The quality of the work was the weakest aspect of design-and-build contracts, not necessarily because the contractor was skimping to raise profits or lower his price for tendering, but because he did not have the knowledge required to ensure complete efficiency of design and technique, said Mr E. M. Taylor one of five speakers who discussed these contracts at a meeting of the Canterbury branch of the New Zealand Institution of Engineers last evening.

Known also as the package deal, the system was increasingly popular, especially with large firms overseas, and Strongly in favour of it was the efficiency derived from the use of one team—compared with the use of diverse parties, which could include the builder, designers, and probably a quantity surveyor, said the chairman (Mr T. M. Stanton).

Other speakers were Messrs I. L. Holmes, J. A. Cashin, and M. J. Graham.
