Council Gives Policy The Waimairi County Council will not take any further •tens to ensure a uniform policy in regard to the requirements to be met before the issue of building permits for flats. The town planning committee’s report recommended that no further action be taken on the matter. Cr. H J. Reynolds said that councillors should not be rigidly bound by council policy but should be able to change their view in certain cases if it was deemed expedient to do so. “The council policy is simply to guide the staff in its dealings with the public,” he said. The council should declare a policy in regard to the erection of flats and not deviate from it without the correct procedure of a notice of motion, said Cr. A. E. Wagner. At the previous council meeting, Cr. A. R. Blank had moved that the council adopt a uniform policy in dealing with applications to erect flats. Block of Three Flats The council, on the recommendation of the town planning committee, approved a building permit for the erection of a block of three flats at 146 Memorial avenue. The application had been refused previously as the site was zoned residential A. The applicants, Messrs A. F. Mathews and T. K. McPhail, said that with the proximity of two schools in the area now it was hoped that the council would reconsider its previous decision. The applicants forwarded a signed declaration by neighbours residing at 142, 148 and 163 Memorial avenue that they would raise no objection to the proposed flats. It was reported that Cr. C. L. Austin had inspected the area and thought the flats would be advantageous being close to two schools. The application for a permit was approved as being a conditional use in a residential A zone.
