“Waiting Lists Too Long” “We do not want too many boys, left on our waiting lists, and this is the chief problem we must examine at this conference,” said the Boy Scout Canterbury provincial commissioner (Sir Joseph Ward), opening the annual provincial scouters’ conference in Christchurch on Saturday. “The basic need is leadership,” Sir Joseph Ward said. “Half our scout groups do not have group scoutmasters. Where there is a group scoutmaster, there is usually no trouble in finding money and committeemen and uniformed leaders. I advise any of you who come from groups which do not have group scoutmasters to get one right away. The leadership of any scout troop or cub pack should not be left to one person, he added. Quite apart from the limited number with which one leader could cope, difficulties arose when the leader left if he was on his own. The recommended ratio for leaders was one scoutmaster to every seven scouts and one cubmaster to every six cubs.
