Police Powers Strengthened (New Zealand Press Association) WELLINGTON, October 18. A constable may arrest without warrant anyone he believes to be acting in a riotous manner in public, under a Police Offences Amendment Bill introduced in the House of Representatives at 11.40 p.m. today. The same power is given to anyone the constable calls to his assistance. The bill also provides that young people under 21 who drink or have intoxicating liquor in a public place may be fined up to £2O. A fine of up to £2O may be imposed on anyone drinking intoxicating liquor in a public vehicle. The bill provides that a driver’s licence can be cancelled if the owner is in charge of a vehicle involved in any offences in a public place.
