New Regulations For Sale And Use Of Poisons

WELLINGTON, September 1. Regulations for the sale, distribution and use of certain poisons used as baits for the destruction of noxious animals and as dusts and sprays for the destruction in insect pests were gazetted tonight. The code earlier established for its sale, distribution and use of 1080 is tightened. One of the regulations prohibits the retail sale o£ nicotine sulphate (Blackleaf 40 to the home gardener),, except to commercial growers.

A spokesman for the Health Department said that this action has been taken since alternatives to nicotine sulphate have become available—mainly Malathion.

The regulations release certain packaged, dressed and dusted seeds from poison labelling, though cereals and legumes, which are generally sold in larger quantities than other types of

seeds, must still comply with the poison notification. These regulations which amend the Poisons (General) Regulations, 1937, constitute the first “tidy list” or consolidation since they were first enacted. Poisonous substances and industrial preparations at present completely exempt from the labelling requirements of the regulations will, in future, in most eases, have to disclose the ingredients which are poisons or poisonous substances. Bottles which contain poison are already required to be readily distinguishable by touch. It is now provided that the distinguishing features must not be covered by labels. Poison containers are required at all times, when not in use, to be firmly closed, and a further requirement is that the packer must provide a container which the user can dose effectively. The provisions relating to "prescriptive poisons” have been completely restated and are now less restrictive to permit easier relationships between doctors and chemists. These provisions are in line with those which have recently been introduced in the United Kingdom.
