Estimates F or Waimairi Raise Fendalton Rate

Waimairi County Council estimates for 1960-61 provide for a works programme of £282,919, according to a ■ report presented to the council last evening by the county clerk (Mr K. Maclachlan). According to the provisional estimates, rates are steady for all ridings except Fendalton, where there is a ,12884 d in the £ capital value increase. The chairman (Mr A. R. Blank) said it was the first time the coifncil had raised rates in Fendalton imnine years. The rise came about because of a change in the - basis of National Roads Board subsidies, he said. Maintenance votes ire £72,496, against £60,162 last year. This takes in drains, metalling roads, refuse collection, sealing maintenance, footpaths, channels, sundries, reserves and street signs. An estimated £21,096 is needed for new work in the county, taking in bridges, fire points, footpaths, kerbing and channelling, road widening and sealing construction. This compares with £26.558 last year. Maintenance and construction of main roads, formerly main highways, and bridges is estimated to require £17.926 against the £23.615 spent last year. There is a rise of £22.897 in miscellaneous votes. Last year these votes, taking in riding grants, riding works loan charges and sundries cost £10,083. Levies to other authorities are estimated to take £13.981 for 1960-1961. Last year the levies took £13,405. The balance of the general account totalled £69.016 last year and this year it is estimated at £78,739. Reading loan funds available for 1960-1961 for the Styx, Marshland, Harewood, Papanui. Wairarapa and Middleton ridings amount to £92,101. The water supply account estimate is £73,000, bridge renewal is £5OOO and plantation maintenance £l3OO. In the balance of general account expenditure apportioned to ridings in each £l, Styx pays lOd. Marshland lOd. Belfast Is Id, Wairarapa 4s Bd, Fendalton 6s 5d and Middleton 2s 7d. Income other than rates is estimated at £65.213. Last year the estimate was £61.578 and actual income was £67.675. Administration spending last

year was £30,791, against an estimated £31,197. This year’s estimate is £36,571.

General expenditure is estimated at £27,689, compared with £26,800 last year, when £24,458 was sent.

There is an estimate of £7341 for special items, taking in Memorial avenue, the Canterbury Museum and the regional planning scheme. Last year’s estimate was £7583 and £7140 was spent. Spending on separate accounts, taking in county -bridges, street lighting, main roads and street signs is estimated to cost £30,545 in 1260-1961. Last year £32,579 was estimated and £29.732 was spent. » Total estimated general expenditure is £119.146, less estimated receipts of £65,213 leaves £53,933. Last year £113,159 was estimated, £62,578 spent, leaving £50,581. Actual spending was £113,555, less £67,675 receipts, left £45,880.

Mr Maclachlan said it was likely there would be £3866 additional revenue for the general account. However, this was subject to a refund from the National Roads Board that had been promised oy the Minister of Works at the counties conference.

Mr Maclachlan said the' suggestion had not yet been confirmed.
