U.S. FARM SURPLUS POLICY

Mr Benson On Mission To Europe (Rec. 8 p.m.) WASHINGTON, August 28. The Secretary of Agriculture. Mr Ezra Benson, left today to try to explain United States policy on farm surpluses to European leaders. “I believe there’s nothing like sitting down together and talking things over,” Mr Benson told reporters before leaving. He said he had no plans to see about selling surpluses to the Soviet Union.

Restrictions on open market sales applied only to Communist China and North Korea, Mr Benson said. “On the open market all the Russians have to do is get a licence,” he said.

Mr Benson said the Soviet farm delegation recently in this country had invited him to visit Russia but he could not go this year.

The Secretary left on his mission after reports that the State Department was worried lest selling excess commodities abroad would bring complaints of “dumping” from some countries.
