Sir, —If restrictions on the power of individuals to do as they like, whenl they like, where they like, to the: injury of others or detrimentally to social, political or military purpose, constitutes reactionary conditions for your ‘‘No More War” correspondent, Ihen all forms of civil government | are reactionary, as well as military i organisations. In general acceptance of the term, the purposes of a military organisation make its character, which is clearly reactionary with the regimes of Franco Spain and Chiang KaiShek; and both of these being proteges of ruling interests of the United States brings these also into the rating of reactionary. As to the continual growth of armaments being a menace to peace in the world, this is undoubtedly the case and gives special importance to the proposals of the U.S.S.R. for progressive, general disarmament. —Yours, etc..
