Soviet Policy Change Discussed (Rec. 10 pm.) WASHINGTON, April 7. United States and German leaders agreed today that recent developments in the Soviet Union did not involve any basic change in Soviet policies. A State Department spokesman said after a conference between the West German Chancellor (Dr. Adenauer) and Mr John Foster Dulles, the Secretary of State, that they had discussed “a general assessment of the situation” created by the death of Stalin. The spokesman added: “The German Chancellor was in complete agreement with the United States position on this subject.” At today’s plenary session of the German and United States talks there had been a preliminary exploration of the European situation, including the European Defence Treaty and the Saar question, said the spokesman. Technical experts are meeting tonight and tomorrow to discuss questions connected with the contribution to be made by Germany to Western defence and rearmament.
The State Department spokesman said that this subject would then be explored in more detail at a plenary session of the conference on Thursday or Friday.
