Delegation Sent To Berlin

- _ BERLIN, October 5. The Soviet President (Mr Nikolai Shvernik) arrived in Berlin today as head of the Soviet delegation to the East German Republic’s third anniversary celebrations on Tuesday. The visit is Mr Shvernik's first visit abroad since he became chairman of the Presidium of the Supreme Soviet in 1946. It was kept a close secret until after his arrival, and security police cleared the street through which he drove to the residence of the East German President (Mr Wilhelm Pieck).

Mr Shvernik is believed to have come to forge closer links between Russia and her East German satellite. It seems that East Germany will strive no more for an understanding with West Germany, but will rely on the friendship of Mr Stalin. Mr Shvernik said, in answer to a welcome from Mr Pieck: “The Soviet Union is abundantly satisfied with your progress towards consolidation. You are on the right road. The Soviet Upion will give you all the necessary help.” Mr Shvernik’s visit is a surprise, because he left Moscow when every pther important Russian is in the capital for the Communist Party Congress.
