STATUS OF SAMOA

BILL PASSED BY HOUSE (P.A.) WELLINGTON, Nov. 19. Speaking to the second reading of the Samoa Amendment Bill in the House of Representatives this evening, Mr F. W. Doidge (Opposition, Tauranga) .said its provisions represented a slow transition toward the selfgovernment of that territory by Samoa who had asked that New Zealand should perform a function similar to that which Britain displayed toward the autonomous Tongan group. Samoans in their new status would have the heartiest good wishes of t.ie House. Mr A. G. Osborne (Government, Onehunga) said the Samoans had gained much from the administration by New Zealand from the time New Zealand accepted the mandate from the League of Nations. The bill represented a distinct step forward. The bill was passed.
