POLISH ELECTORAL BILL
(Rec. 1 p.m.) LONDON, Sept 19. “The Electoral Bill to go before the Polish National Council to-morrow proposes a free, direct, secret and equal proportional democratic vote,” says the Warsaw correspondent of “The Times.” “It excludes ‘Fascist groups’ from participation in the elections but does not define Fascist groups. A singular feature is the repetition of a clause in the 1922 bill, providing that any 100 persons can submit their own electoral list. “The bill does not define clearly party representation. It gives the impression that party influence is to be subservient to local administrative bodies.”
