GOVERNORS DESIGNATE LEAVE , LONDON (BEITISH OTVtaVkh WIBXLBBS.) . 1 (Received March 13, 7.50 p.m.) r \ RUGBY, March 12. Sir Lancelot Graham and Sir 1 John Hubback, Governors designate i of the new Indian provinces of ■' Sind and Orissa, left London to-day for India. By orders-in-council recently approved the provinces will have separate administrations from April 1 next, with a simplified and temporary form of government designed to meet requirements pending the introduction of provincial autonomy throughout British India.
