PIRACY ENCOURAGED
o CHARGE AGAINST JAPAN (Received February 21, 12.30 a.m.) HONG KONG, February 20. A fantastic story, emanating from Amoy, is given prominence in Chinese newspapers in Canton. It is to the effect that representatives of "a certain power," obviously meaning Japan, are conspiring with pirate gangs along the Fu Kien and Kwangtung coasts to harass shipping in order to provoke an incident giving the excuse for the landing of bluejackets in South China. The report states that foreigners concerned, who are acting on instructions from their government, attended a meeting of pirate chiefs at Golden Gate Island, off Amoy, and at Tungshan Island, north of Swatow, to discuss plans. Several notorious pirate chieftains are said to have agreed to join the move. The Amoy authorities are said to be aware of the plot and are keeping a close watch on the situation. The report is discounted in foreign circles anc. is regarded as mischievous propaganda against Japan.
