FALL OP SARRAUT CABINET LIKELY LONDON, November 20. The Paris correspondent of the "News-Chronicle" says that the downfall of M. Albert Sarraut's Cabinet is practically certain. This will further complicate the disarmament problem. When the Chamber of Deputies meets on November 21 to consider M. Sarraut's budget, which the finance committee has revised in a wholesale way, M. Sarraut's alternatives are to accept the commit-; tee's challenge or agree to the changes, but it is unlikely that either the original or the revised budget will have a majority.
