The New York "American" says: "It is learned' that the Reconstruction Corporation, which granted the Soviet a 4,000,000-dollar loan to finance the purchase' of 80,000 bales of American cotton, is considering further loans, possibly reaching 100,000,000 dollars, to finance the Russian purchase of American live stock, agricultural machinery, and industrial products. Meanwhile, it is learned from high administration officials that diplomatic recognition of the Soviet is imminent."
