LONG CABINET MEETING. CONSTITUTIONAL PROBLEMS RAISED. (UNITED PBESS ASSOCIATION—B* ELICTBtO TELEGRAPH COPYRIGHT.) (Ecceived September 18th, 7 p.m.) LONDON, September 18. Cabinet sat for four hours. The "Daily Herald" says:—Most of the time was devoted to Business connected with the Imperial Conference. The paper adds: The Government is confronted with some awkward constitutional questions affecting the equality of status between the Dominions and Great Britain. Judicial as well as constitutional difficulties have to bo faced. HOUSING PLANS DISCUSSED. (BRITISH OFFICIAL WIRELESS.) RUGBY, September 17. Fpr tho purpose of examining the proposals in regard to housing (being a section of the general plans for dealing with unemployment), Mr V. Hartshorn, Lord Privy Seal, and Mr Arthur Greenwood, ' Minister for Health, accompanied by Government experts met the Liberal Leader, Mr Lloyd George, at the Treasury to-day. The Prime Minister and Mr Lloyd George will meet to-morrow to continue the conference on unemployment questions. CABINET COUNCILS HELD. (BRITISH OFFICIAL WIRELESS.) RUGBY, September 17. The first of a scries of three Cabinet Councils, to be held on successive days, took place this morning. Tho Prime Minister (Mr Ramsay MacDonald) presided, and all the members, except the Foreign Secretary (Mr Arthur Henderson), who is at Geneva, were present. It is stated that unemployment and various Departmental questions' are the principal subjects to be discussed.
