COMMUNIST REVOLT REPORTED. (OHITED press association—bi electeio TBLBOBAPB—COPTaiOHT.) (Received February 12th, 1.40 a.m.) SHANGHAI, February 11. A Communist uprising of terrorising proportions is reported to have occurred in the Hupeh province. The Government garrisons are outnumbered, and scores of officials, including magistrates, have been murdered, while hundreds of wealthy merchants have been robbed and slaughtered. The district is the same as where the outrages on missionaries took place recently. The bandits wear masks and believe themselves to be heaven-inspired. AGREEMENT REGARDING CONSULAR COURTS. (Received February 12th, 1.41 a.m.) SHANGHAI, February 11. The local Japanese newspaper, "Osaka Mainichi," reports that the Chinese Foreign Minister, Dr. Wang, has accepted the proposal of the British Minister, Sir Miles Lampson, that the Consular Courts be abolished in five years. The agreement provides for speedy abolition in districts where the Nanking Government's influence is strongest extending to the interior proportionately as the Government proves its ability to maintain order and safety. The full text of the agreement will, it is expected, be published shortly.
