NATIONAL COUNCIL APPROVED. DECISIONS OF N.Z. INSTITUTE. [THE PRESS Special Service.] WELLINGTON, January 27. It was resolved • unanimously at a meeting to-day of the New Zealand Institute to establish a National Rcseareh Council for New Zealand us part of tho Institute. It was decided that the functions of tho National Research Council shall be: (a) To consider matters affecting research in New Zealand, and make recommendations on the same to the New Zealand Institute, or to the Government, or to the Council of Scientific and Industrial Research. (b) To advise the Government upon the personnel of the Council of Scientific and Industrial Research as suggested by Sir Frank Heath. (c) To administer the Government research grants of the New Zealand ln(d) To affiliate with the International Research Council. (c) To nominate New Zealand representatives to International Scientific Congresses. The members of the National Research Council shall bo appointed by the Board of Governors of the New Zealand Institute, but shall not necessarily be members of the New Zenland Institute. The president of the New Zealand Institute shall be cxoffieio a member of the National Research Council, and including him, the number of members shall not exceed 40. Tho members of the Council shall be appointed for a period of four years, but ono fourth of tho total members shall retire bv rotation annually, and shall be eligible for reappointment. The following resolution, moved by Dr. Thomson, was carried : "That the scheme for a National Research Council be tentatively approved iiy the New Zealand Institute and submitted to the Council of Scientific and Industrial Research, and that the ultimate adoption of tho scheme be contingent on the provision by the Government of tho necessary finance for the functioning of the Council mid for affiliation to the National Research Council.''
