CREWS REFUSE TO FIGHT. (BY CABLE—.PHESS ASSOCIATION—COPYEIGHT.) ("THE TIMES.") LONDON, January 27. Tlie Berlin correspondent of "The Times" reports that the German Naval Staff's attempt to spike the armistice negotiations were discussed by Admiral von Troths when giving evidence before- the Reichstag sub-committee enquiring into the causes of Germany's war collapse. Admiral von Trotha admitted that at an advanced stage of the negotiations, When Germany had already undertaken to end the submarine war, and preliminaries to the cessation of hostilities- had been arranged, the German Naval Staff was preparing to go behind the Government's back and to force a battle with the British Fleet. The project was abandoned when the crews refused to fight.
