Those who have neglected to get their driver's licenses, must be brought before the Court, constables must travel long distances to deliver summons, though they would gladly hove paid the extra, os when registering their vehicles, had they been allowed to do so. Now, Sir, surely such a crassly stupid arrangement should not bo allowed to continue.
