"The Times," in a leader, saya the Supreme Councils evasion of the Silesian question is the greatest failure of its-existence, and a confession of bankruptcy. Although a definite rupture was.avoided,.the chief Powers demonstrated to the world their inability to agree on the most important questions at issue. (Received August 15th, 9.30 p.m.) Advice? from Paris state that Geneva is now foreshadowed as the meeting place of the League of Nations on August 22nd, to deal with the Silesian diffitndty. Germany and Poland have been inVitedto each send one representative, (Renter's, Telegrams.) (Received August 15th, 9.80 p.m.) WARSAW, August 14. Th? decision to refer the Upper Silesian problem to the League of Nations is not warmly received in Poland. At a specially assembled meeting of Cabinet it uas decided to send a Note to the Allies declaring that the reference of the problem to the League will be to no purpose. It will only prolong the conditions of uncertainty in Upper Silesia and is calculated to cause Poland 'irreparable nam.
