It is understood in New York that a foreign equipment and finance corporation. with a capital of 100,000,000 dollars, has been formed to provide credits to those countries needing equipment. It is reported that Beveral railway equipment companies are members of the corporation. A despatch from Mexico City snys the Foreign Office has announced that tho passport difficulties with Great Britain have beejii adjusted. A recent despatch from Mexico City Btated that Mexican Consuls had been instructed that it would be unwise to issue passports to British subjects desiring to enteij Mexico.
