The appointment of tho now Government restores the sinister figure Kemal Pasha to the political stage. The situation created is tantamount to the reostablishment of the Committee of Union and Progress. The Government keep 3 in constant touch with Kemal, who apparently approves its composition. Turkey's attitude to the Allies, which has hitherto been amenable, is likely to show a rapid change.
