MILITARISM DEFEATED. THE OLD REGIME ABOLISHED. (By Cable.—Press Association.—Copyright.) (Reuter's Telegrams.) AMSTERDAM, November 4. ''Vorwaerts" publishes a proclamation of the Social Democrats emphasising the .fact that the old personal regime has been abolished. Tne military, it says, has be3n finally subordinated to the civil authorities,- and militarism has been deprived of its strongest support. In an interview in the "Vossische Zeitung" with the German Chancellor, which appears to be authoritative., there is an admission that German militarism has been finally defeated. He said: ''God be praised: the old regime has gone for good. . Owing to the war and the practical admission of the military and Conservative leaders that their policy has suffered shipwreck, the democratic elements have finally got the upper hand in Germany."
