Mr Lloyd Goorge states that the Allies have decided that Germany must apply to Marshal Foch if she wants an armistice, PRESIDENT WILSON'S SKILFUL DIPLOMACY. N"EW YORK, November 5. The "New York Times" Washington correspondent says: Unstinted credit is given President Wilson for having played a most skilful diplomatic hand xu dealing with the Central Powers, thus bringing about a situation which meant «naing the war upon terms dictated by tho Allies. Even those who adversely criticised President Wilson's note-writing to Geimany and Austria concede his successful diplomatic manoeuvre, which does not mean that credit is accorded President Wilson alone, because it is thoroughly understood that he has been in close touch with the Allies in every move that he has made. The New York Washington correspondent says that it is considered increasingly likely that President Wilson may attend the Peace Conference abroad. The precedent for leaving the country was eet by Mr Taft, who made a trip to Panama during his Presidency. It is.probable that President Wilson will represent the United States. Other Americans who may attend the conference are Mr Morgenthau. Colonel House, and the Supreme Court judge, Mr Justice Brandeis. MARSHAL FOCH TO RECEIVE; ARMISTICE REPRESENTATIVES. WASHINGTON, November 5. Mr Lansing, Secretary of State, notified the Swiss Minister that the United States has agreed with selecting Marshal Foch to receive the German armistice representatives.
