GERMAN BLACKMAIL' AND THREATS. (United Service.) _ LONiX)N, November o Roumania is slowly bestirr ng herself. King Ferdinand is conferring with Ministers and ox-Ministers. The Germans aro blackmailing ana threatening to empty the country or supplies. The threats include the hnrshesfc proposals, which are being forced upon t-he Court. Maclcensen is believed to have seven divisions ana their whereabouts is causing anxiety. RESIGNATION OF THE MINISTRY. (Reuter's Telegrams.) (Received November 6th, 7.20 p.m.) It is reported that -the Roumanian Ministry has rosigncd. It is expected that a National Government will be formed.
