The .special cciinmissionor unpointed by the ''Daily Mail" to investigato -iio operntion of Britain's blockade of Germany in the Scandinavian countries, reports that many traders in Denmark, including reputable iirnis, do not consider themselves to be bound by the non-export agreement- which the" Government inado with Britain on tho grounds that it was extorted by threats. -Moreover, the agreement is thwarted by exporting goods from Denmark to Sweden, and vice versa, and then transhipping them to Germany. Tho money guarantees aro of little value, since the German banks aro willing to take up the guarantees. Innumerable tricks arc employed to circumvent tho agreement-. Oil and fat aro exported by shipping one .sardine in a tin of oil as "sardines," or as "soap," containing a specified quantity of fat. Tho German Minister is always ready by veiled threats to persuade the Dimisii authorities to grant the necessary export permits.
